Kereval is participating in the European project LDT4SSC Project (Local Digital Twin for Smart & Sustainable Communities), funded by the European Commission, dedicated to the development of a shared and scalable European network of local digital twins.

Territorial digital twins function as true virtual representations of territories. They make it possible to simulate different scenarios before decision-making, evaluate performance, anticipate the effects of public policies, and optimise urban planning as well as resource management.

The objective of the project is to help European cities and local authorities better understand, plan, and manage their territories in the face of major challenges:

  • adaptation to climate change,
  • resource management,
  • sustainable urban planning,
  • data-driven public decision-making.

LDT4SSC will fund 15 to 20 pilot projects through three types of calls:

  • Interconnection of existing LDTs (WS1),
  • Co-creation of LDTs to address shared challenges (WS2),
  • Development of advanced AI-based services (WS3).

These pilots aim to demonstrate open, replicable solutions aligned with European policies.


Kereval’s role

Kereval brings its expertise in interoperability to this project, notably by contributing to the creation of a blueprint dedicated to smart city interoperability, building on its involvement in initiatives such as MIMs within Open & Agile Smart Cities (OASC), as well as European Commission projects around the Living-in.EU Digital Toolbox (LDT Toolbox). Kereval will also contribute to assessing the interoperability of the pilot solutions that will be deployed following the experimentation phases.

Regarding artificial intelligence, Kereval will support pilot projects by guiding them in the development and responsible use of AI systems. This support will aim to ensure alignment with European regulatory frameworks, particularly the AI Act, while strengthening their ability to assess the compliance, performance, and reliability of the AI solutions implemented.


10 European partners

The project is based on pilot projects in real-world conditions that utilise AI, adopting an open, ethical and citizen-centred approach, whilst promoting interoperability and the emergence of a European ecosystem of services.

It brings together public research institutes, universities, non-profit organizations, local authorities, and open-source technology providers: Open & Agile Smart Cities & Communities (OASC), Libelium, Kereval, TalTech – Tallinn University of Technology, FIWARE, Ghent University, ENoLL (European Network of Living Labs), Technopolis Group, and the Luxembourg Institute of Science and Technology (LIST).

The partners work closely with major European initiatives such as the EU Local Digital Toolbox (EU LDT Toolbox), data spaces for smart cities and communities (DS4SSCC), GAIA-X for trusted data, and CitiVERSE for urban innovation.


The project started in June 2025 and will run until December 2028
